Not 100% sure what you are saying here, but Rugby did play Beulah, Four Winds, and North Star, I would say that is pretty good schedule, and Berthold played Trinity and Parshall, but nobody else tough outside there region. 4 Winds played a real tough schedule.

Yes, theoretically, the brackets would be in order from toughest to easiest just because I went down the line to number them. Should have inverted every other one.

I still do things like this too...the 'what if' games when converting into different styles of tourneys is fun.
One year (2013 I believe) a friend and I created a 64-team bracket and set it up similar to an NCAA tournament with sites and stuff. It was to give the possibility for say 2 or 3 teams from one Region to make it to state if they earned it.
We had two options for the Elite Eight.
1. Re-Seed when those teams qualified, or...
2. Play it straight out.

Also, I'm assuming Lisbon is 202 and not 102 and Williston Trinity is 50 the 2nd time and not 150?
Using 150 enrollment as a cutoff for "big" Bs, 52 of the 90 (58%) of the qualifiers would fall in this category in the last 15 years.
