another district that I know of goes by just straight point differential to determine the order and throws out head to head. I don't agree with it really, but am surprised that these tiebreakers are done so differently across the area.

All I was told was Shiloh drew the high card. Then I assume the 2-way tie went back to head-to-head which Solen def. Flasher 63-39.
