VC matches up so much better in District 2/Region 1 with a few of the bigger Class B schools. That and they already have some established rivalries there thanks to football (Oak Grove, Central Cass, Lisbon).
Guess you can't make everybody happy though, and to put VC in District 2 you'd probably have to bump FSHP or Northern Cass up north.
I'd bump FSHP north into District 3. Finley-Sharon was up there before joining with Hope-Page, and a lot of teams in District 3 play FSHP in non-conference games.

But the fact is that the private schools make it to state a disproportionate amount of times so I just think they should be in the upper tier. Maybe they would be by enrollment anyway so it might be a moot point.
