seems like it works best if you have a group of people and say, 'on such and such a night we'll meet and such and such a time.'

i've gone in there and waited for someone else to just to see how much traffic was going in and out of there. one hour of my life i won't ever get back.

start a tradition or something...say wednesday nights at 9 p.m. it is class a boys basketball chat night...or whatever sport you want...
