Class B East Region

Can somebody with far more knowledge than myself tell me the answers to these two questions:
1.) Why does Class B East Region have their race a week before state, when EDC, WDA, and Class B West Region all have their races two weeks before state?
2.) What is the reasoning behind having meets like the Medicine Hole and the EDC 'cake meet' half a week after conference/regions and a week and half before state? From the standpoint of tapering and focusing on important races, it just doesn't make any sense to me (and never has frankly).
