Football Plan with Free and Reduced Multipliers

Here's the plan:

If your school has a Free and Reduced percentage less than 10 your number is multiplied by 1.4
If your school has a Free and Reduced percentage between 10-19 your number is multiplied by 1.25
If your school has a Free and Reduced percentage between 20-39 your number is multiplied by 1
If your school has a Free and Reduced percentage between 40-49 your number is multiplied by .75
If your school has a Free and Reduced percentage greater than 49 your number is multiplied by .6

At first look, that is about the fairest plan I have seen proposed.

Definitely DO NOT have a problem with it.

Solid...and we all know Shanley would still opt up to the largest class and from past knowledge Nedrose would likely opt up to 11-man

Just because I'm a visual person...how balanced are regions for A & 9-man?

AAA is balanced E/W - 7 each

AA is 5 W and 7 E but in this division I would like it to be schedule who you want (especially if the QRF is being used...E/W placement shouldn't matter than).

Do the non-bolded teams not have F&R data to find? Just curious if any of those teams towards the bottom of A would drop with a multiplier.

The non-bolded teams had a F&R percentage between 20 and 39 which I called the middle ground. I only bolded the teams that had a number outside the middle ground.

The only issue I see is how reliable are your Free and Reduced Lunch numbers? Because lunches were picked up by the state or federal (I don't remember which one) I don't think everyone who qualified actually filled out the paperwork. I know when I saw the paperwork, my first thought was I don't qualify, but if I did I don't know why I would fill that out this year.

I know schools still pushed families to complete the paperwork as it is tied to other funding as well. But yes, I'm sure there were many who didn't since lunches are free this year anyway. I guess this would give the schools more incentive to get families to fill out the forms.

Could be, but I feel if you make smaller regions you end up with some teams in the playoffs that probably don't belong.

Current football plan uses free and reduced numbers. I used their data (well I had to find the numbers using a little math from their plan). If we have more people fill out the paperwork it would benefit schools in other areas as well.

Thanks for doing this Schwab. Every AD in the state needs to see this. You are the type of person who the NDHSAA needs on their Board because you can think out of the box.

Just to be a devil's advocate, I don't believe Des Lacs Burlington belongs in AA. I realize not everyone would be happy in any plan, but I just wanted to throw that out there.

Shanley would definitely have to stay in AAA, and I feel either Bismarck St. Mary's or Jamestown should also opt up to make AAA an even 16 teams. I'd vote Bismarck out of these 2, they would compete at the AAA level at a sustained level more than Jamestown would. Horace being in AA for a few years is great, but it's only a matter of time till they go to AAA as it's the fastest growing suburb in the state.

More importantly - For A and 9 man teams, I have never seen a better proposal. A plan like this for both football and basketball is what the state of ND needs. Times have changed and it's time to get things right. Fairness/Common Sense/keeping the metros in AAA - this nails it.

Socioeconomics play a big factor in participation numbers which also helps with overall success. Yes, I know it does not guarantee anything as there are many other factors as well.

However, take a look at all the teams that have their enrollments multiplied by 1.25 or 1.4 and try to argue those teams do not have a slight advantage and have not had sustained success in many sports.

This plan puts those schools in the same division in a fair, objective manner. It also does not move teams up a division based on enrollment alone, which has killed and would kill programs in the future.
