How are high school graduating seniors selected for the Shrine game?

Nominations are sent to the North Dakota High School Coaches Association. A panel of coaches selects each of the four teams, 25 players for the 9 man teams and 35 for the 11 man teams. Players are notified in late January, and those who decline or are subsequently removed for training violations or failure to meet NDHSCA guidelines are replaced with alternates. Because the Kem and El Zagal Shrine areas include much of northwest Minnesota, 3 players are selected by Minnesota high school coaches to play on each of the teams, bringing the roster sizes to 28 and 38.

Any word on Shrine game selections????

I'm not sure why they are the roster, but they have had MN kids for a few years now.
