I changed it, the matchup is supposed to be GF Central @ WF-Sheyenne , I don't have the pigskin book, if I did it would be easier posting the matchups. But I am going by what the NDHSAA site has.

Is it true that if North, South, Central and Red River don't have success at this level they are going to petition down to 9-man?

I'm guessing you are joking/being sarcastic, but no, there is no movement allowed between the two A divisions and the two B divisions. Unless a team actually moves between class A and B in other sports like Watford City. Then football would have to move as well.
