Beulah had a TD pass to Nelson that was called back. A penalty flag was thrown during the play, but the ball was put back at the original line of scrimmage and the officials never gave any penalty signal. Why was the play not allowed? The anouncer never said why.

maybe there were two penalties that off set for both teams

There was a flag thrown and a whistle blown. By high school rule you must replay the down.

I believe beulah scored on that drive anyway so that play didn't really matter

They did. The inadvertent whistle is what brought it back. It was a generally poorly officated game. Whistles were REALLY late a lot of times.
