I'm sure you're smart enough to find the estimate for Fargo. You got your numbers from the city of Fargo who either have a different standard for coming up with the numbers or are guesstimating.
As far as West Fargo being its own city, yes, it's its own city as are Fargo and Moorhead. West Fargo, however, IS part of the Fargo - Moorhead metropolitan area. Metropolitan areas are government defined areas, not city defined so, it doesn't matter what West Fargo wants to consider themselves.
