you just pulled this out of your left ear. I don't recall this being the issue.
If your statement were true here are the ways to increase students and keep the same number of students:
1. people make more babies
2. people move into the area
3. kids start taking 5-6 years to complete HS, thus staying longer and increasing the total number in attendence.
4. fewer students drop out/ move out/ or die

I Know Jamestown has a new HS but they replaced not added.
